Nigerian Senate passes bill that makes buying of Nigerian-made goods mandatory

    
The Senate on Thursday passed the Public Procurement Act, 2007 Amendment Bill.

The bill, if assented to by the President, will, among other things, give priority to locally made goods in all government procurements.

Presenting the report at plenary, the Chairman of the Procurement committee, Senator Joshua Dariye, said the essence of the bill was to provide for and adopt the local content policy.

According to him, certain sections of the 2007 version of the Act had been amended to favour local manufacturers and ensure speedy completion of projects.

He said, “Similarly, the issue of disposal which is an integral aspect of procurement has been aptly captured by the amendment in the new sub-clause 1(e).

“The committee has equally sustained the amendment to section 34(1,2) sought by the bill for the purpose of patronizing made in Nigeria goods: this will go a long way to encourage our Nigerian manufacturers.

“The amendment proposed by the bill in section 35 is to review upwards the mobilization fee from 15 per cent to 25 per cent that may be paid to a supplier or contractor. This is aimed at enhancing timely completion of procurement processes at various phases.”

The Senate, however, approved the inclusion of Nigerian Institute of Architects and the Nigerian Institute of Quantity Surveyors as members of the National Council on Public Procurement.

The Islamic State group, which claimed responsibility for an attack on a gay nightclub on Sunday that left 49 revellers dead, has a history of extreme violence against gays.

A bulletin from the group’s Al-Bayan media outlet on Monday praised the shooter, Omar Mateen, for the attack in “a nightclub for followers of the people of Lot” — a term it uses for gays.

While there is no indication IS coordinated the attack, the worst mass shooting in modern US history, the group has killed dozens of gays in the areas it controls in Syria and Iraq. It has published videos of allegedly gay men being thrown from rooftops or stoned to death.

– Terminology –

Since it founded its self-proclaimed “caliphate” in 2014, IS has carried out dozens of execution-style killings for what it calls “sodomy” and “sexual deviance”.

IS also refers to gays as “followers of the people of Lot” — a reference to the biblical and Koranic prophet associated with Sodom and Gomorrah. According to the Bible and the Koran, God destroyed the two cities after their people engaged in same-sex relations.

– Theology –

In a 2015 article in its online magazine, Dabiq, IS claimed that the early Islamic ruler, Abu Bakr, sentenced a man found “guilty of committing sodomy” to be burned alive.

IS says it is implementing “the rulings of Allah” against people who practise “any form of sexual deviancy or transgression”. His body is then apparently stoned. – Crimes against humanity – These executions are based on an IS penal code established in 2014, which the group claims is based on a the principles of Islamic law.

The United Nations has accused the jihadist group of crimes against humanity for its acts of beheading, crucifixions and slavery. Gays face discrimination across the Islamic world.

His death comes three days after the death of another former Super Eagles coach, Stephen Keshi.

The four-time coach of the Super Eagles was said to have complained of chest pains yesterday night, June 10 and died in his sleep.

The late Amodu has always contributed his quota to the development of football in Nigeria.

Under his stewardship, Nigeria qualified for the 2010 World Cup in South Africa but Amodu was sacked despite the team’s third-place finish at the 2010 Africa Cup of Nations in Angola.

It was the second time he had been removed from his post ahead of a World Cup finals tournament – Amodu was also fired ahead of the 2002 edition after Nigeria finished third at the 2002 Nations Cup in Mali.

The late Amodu was born April 18, 1958 in Edo State. He managed the Super Eagles between 1998–1999, 2001–2002 and 2008–2010 and was brought back briefly last year before his elevation to head the NFF technical department.

Canada' Supreme Court Legalizes Some Sex Acts With Animals

     
Canada’s highest court has just ruled that some sex acts between humans and animals are legal.
In a quixotic ruling, the country’s high court ruled that a man who was on trial for raping and sexually exploiting his own daughters wasn’t guilty of “bestiality.”

The man reportedly, “smeared peanut butter on the genitals of his victims and had the family dog lick it off while he videotaped the act.”

The convicted man took his case to the Canadian Supreme Court, demanding that the bestiality charge be nullified. In the end, the court agreed.

As a result of the rape case, the court ruled 7 to 1 that humans having sexual contact with animals is OK if there is no “penetration” involved in the act.

In its ruling, the court decided that the legislature had not clearly defined the terms in the country’s bestiality laws and the way the statute is written should be read to only outlaw animal penetration, whether that penetration is animal to human or vice versa.

“Although bestiality was often subsumed in terms such as sodomy or buggery, penetration was the essence — ‘the defining act’ — of the offense,” the court’s ruling states as reported by The Independent.

The high court’s lone dissenter, though, said the ruling would mean open season for the sexual exploitation of animals.

“Acts with animals that have a sexual purpose are inherently exploitative whether or not penetration occurs,” Justice Rosalie Abella wrote in her dissent.

Animal rights activist Camille Labchuk agreed with Justice Abella. “As of today, Canadian law gives animal abusers license to use animals for their own sexual gratification,” she told the paper. “This is completely unacceptable, contrary to societal expectations, and cannot be allowed to continue.”

The question is a troublesome one here in the U.S. as well, dividing liberals and serving as a watchword to conservatives.

Recently, for instance, animal rights activists in Ohio were rallying for the legislature to make it more explicit that sex between humans and animals is forbidden by state law.

In April, animal advocates were seen protesting at the state capital in Columbus to raise awareness that Ohio has no law outlawing sexual exploitation of animals after a 61-year-old man was arrested for committing sex acts with dogs.

Ohio is one of only eleven U.S. states that don’t have any bestiality laws on the books, advocates say.

The U.S. and Canada are no outliers in having a mixed record when dealing with bestiality. A recent article from the Daily Mail lamented the troubling new trend of “animal brothels” rising in Germany as many humans are claiming sex with animals is just another “lifestyle choice.”

Governor Bello renames Kogi State University after the late, Prince Abubakar Audu

      
Governor Yahaya Bello of Kogi on Friday renamed the Kogi State University, Ayangba , after the late first civilian governor of the state, Prince Abubakar Audu.

Bello announced the change in the name of the 15- year-old university during a statewide broadcast to mark his victory at the state governorship election petition tribunal.

He said that naming the university was the ultimate honour that could be done to the memory of the late colourful politician who ruled the state twice as the civilian governor from 1991 to 1993 and 1999 to 2003.

Audu himself established the university in 2001 and named it Prince Abubakar Audu University but his successor, Alhaji Ibrahim Idris changed the name to Kogi State University in 2004.

Justifying his decision to restore the university to its original name, Bello said that Audu laid a solid foundation for the growth and development of the state

“Today, and as always, I celebrate the life and times of Prince Abubakar Audu, the first Executive Governor of Kogi State.

‘” It is our hope that those who want to lay claim to his legacy will at least develop the same heart for the growth and development of Kogi State that he demonstrated through his lifetime,” he said.

According to the governor, an executive bill will soon be forwarded to the house of assembly to formalise the change in the name of the university.

Audu, who was the candidate of the All Progressives Congress ( APC) in the Nov. 21, 2015 governorship election in the state, died suddenly on Nov. 22 when before the result of the election was announced.

The leadership of the APC consequently substituted the name of Audu with that of Yahaya Bello as the candidate in the supplementary governorship election held on Dec. 5, 2015.

The governor also used the broadcast to thank the people of the state for their support and understanding since his assumption of office in January.

He said that since the five petitions filed against him had been thrown out for lack of merit, the state was now set to witness a new direction and accelerated development.

According to Bello, a blueprint of the administration which will kick start creation of one million jobs for the unemployed youths will be unveiled by next week.

He called on all those who lost at the tribunal, irrespective of their political affiliation, to join hands with him to develop the state, saying “there was no victor, no vanquish.”
