Nigeria's Railway System: Using Legislative Reform to Enable Infrastructural Development - By Bamikole Omishore

The repeal and re-enactment of the Nigerian Railway Corporation Act CAP N129, LFN 2004, 2015 (SB. 001) is targeted at re-vitalizing and enhancing the operational framework and removal of the impediments that hindered the international best practices within the rail transport sector. This Bill is currently at the committee level for public hearing, chaired by Senator Gbenga Ashafa.
Nigeria, particularly between the mid-1950s and 1970s operated a network of an efficient rail system of transportation, which not only served as a safer, cheaper and more effective means of transporting passengers, goods and services across the length and breadth of the country but also a major source of employment.
It is a sad one for the sector that until the inception of civilian administrations in 1999, wherein the rail sector received some serious attention, little or next to no investments was made in the Nigerian rail sector from the mid-1980s when the Nigerian Railway Corporation was declared bankrupt - till very recently when it has been resuscitated.
Rail transport is the strong base of social and industrial activities in both developed and developing counties. However, it appears that the dream of having efficient rail transport systems is elusive to Nigeria and Nigerians.
The country has lots of benefits to derive from the revival of the railway transport system. If the obsolete Railway Corporation Act is carefully repealed and overhauled, there is no doubt that the populace will enjoy cheaper means of transporting goods and raw materials; also the incessant damages to our road and lives by heavy duty trucks will be reduced.
It is therefore the purpose of cross-ventilating ideas on developing a rich, practical and well-crafted legal framework for the Nigerian Railway Corporation, and the entire rail value chain by extension, that the Committee on land Transport has called a Public Hearing which was declared open by the Senate President, Dr. Abubakar Bukola Saraki to enrich the quality and content of the Bill.
This Bill is one of very important  30 Bills on the Legislative agenda of the 8th Senate, and is also very crucial to the transport sector of our economy. This Bill will not only usher in a new era of growth, but will also ensure efficiency and sustainability. This Bill will also go further to change the outlook of our rail system and the economy.
Let us put the viability of a smooth running rail line in every day perspective.
 A working railway system means that, Adamu, the onion farmer in Zungeru can put his onions on a railway coach, and the next day he is in a big market in a town like Ilorin, where he will sell his onions and go back home by the next scheduled train service.
No time wasted in needless traffic or at different road blocks. No chance of robbery on the way, and the reduced cost on freight will put more money in his pocket and that of his family — resulting in more money in the system.
With a functional rail system, haulage via the roads will be greatly reduced, thereby prolonging the life span of our roads, keeping more money in government coffers for intervention in other areas of the economy. Imagine all the tippers and lorry's hauling petrol, gravel and other heavy materials using rail instead of plying Lagos-Ibadan express way.
With a working rail system, there will be less pressure on the big cities as Nigerians can afford to travel cheaply from their small towns and villages to do business in the cities, returning back with ease to their abodes, without having to stay put in shanty towns at the outskirt of the cities.
It is a win-win situation.
Laying and building railroads are labour intensive operations, if handled with sincerity of purpose, it means that thousands of people will be employed in the value chain. This is even more so in this era of unbelievable and unconscionable level of unemployment and lack of social mobility in our country provided the right laws are put in place, that the companies building the rail sector do transfer knowledge to Nigerian engineers, and that the work is carried out by Nigerians and importation of people from other countries who will rather use citizens of their own country at the detriment of Nigerians.

Additionally, as Nigeria pushes to establish more competition to promote growth in all its sectors, it is important to let companies from all over the world to partake in the bidding process to run trains in Nigeria.

A good example, would be to have companies like General Electric, Amtrak, TFL rail who maintain a great level of professionalism and transparency the opportunity to partake in a genuine Public Private Partnership in Nigeria’s rail sector. However, as we embark on this shift, we must ensure that the processes that govern the sector are sanctioned with a high degree of transparency and best practices. This means that the government’s oversight function should be businesslike, proactive and investors' friendly.

In our renewed interest in such a vital sector, transparency must be our watchword.

The uplifting news is that, the National Assembly under the leadership of Dr. Bukola Saraki has assured that it will pass the right reforms to enable serious private public partnership to encourage companies who will put safety, quality first above profit and the reforms will be deliberated with some degree of urgency it merits.

The Senate President, Dr Bukola Saraki, has maintained consistently that under his leadership, The National Assembly, will pass several reformation bills to enable Private Public Partnership and jump start Nigeria's economic growth.

Moving forward, we can only hope that this Act when re-enacted will be able to stand the test of time and open up the rail sector value chains to private investments in the area of concessioning, determination of public service obligations, effective passenger services, and the establishment of an efficient regulatory framework for private participation.

It Is my hope and that of many Nigerians, that this very important bill, will have bi-partisan support In both chambers for speedy passage and the executive will join hands with the legislative to make sure foreign companies that will be allowed to partake in this process do follow international best practices at all levels.

Soldier allegedly shoots dead a woman on her way to her daughter’s wedding in Delta

A soldier allegedly shot and killed an unidentified woman in Effurun near Warri in Delta state today April 30th. According to ThisDay, the woman whose daughter was getting married at a place far from her house, boarded a tricycle to a relatives house close to the venue of the wedding.

According to reports, the tricycle operator arrived her home early enough to beat the movement restriction as the state was observing its monthly sanitation exercise.

Dignitaries at the ceremony were the chairman of the PDP, Senator Ali Modu Sheriff, Governors Ishaku of Taraba, Olusegun Mimiko of Ondo, David Umahi of Ebonyin, Okezie Ikpeazu of Abia, Nyesom Wike of Rivers and Ibrahim Dankwabo of Gombe.

Governor Ishaku said: “After losing at the Appeal Court, I was in Jerusalem with Governor Fayose and at a time I became burdened and I told him(Fayose) that I am prepared to go back to my state. But he advised me to stay back and put all my supplications before God and that I did.

“I then promised that if I should win the supreme court verdict that I am going to do my thanksgiving in Ado Ekiti and that am doing today. He told me that God will make way for me and this advise actually subdued my worries and today I am celebrating .

“That was why I am committed to wiping away tears in the eyes of my people in Taraba . As I speak with you many communities in Taraba had not witnessed development since its creation.

Why we demanded for N56,000 minimum wage – NLC


– The NLC says the minimum wage must increase from N18000 to N56000 because of the fall of Naira

– The congress say prices of things have increased in the market

– It insists salaries of workers must reflect current trends

The Nigeria Labour Congress (NLC) has explained that the reason it proposed an increment of the minimum wage to the federal government was due to the value of the naira.

The NLC had called on the federal government to increase the minimum wage from N18,000 to N56,000 and The Punch reports that Mr. Peters Adeyemi who is the deputy president of the NLC called for this increment in Abuja on Friday, April 29.


He noted that the N18000 minimum wage was approved when the Naira was exchanging at N145 to the Dollar but now it was more than N300.

He explained that things that could be bought five years ago with a particular amount were impossible now and while salaries remain static, prices of goods had risen.

“If you ask me how justified is the N56,000 wage increase inspite of the economic crisis, my answer would be yes, it is highly justified.

“First do not forget that the Naira itself has collapsed beyond the expectation of every Nigerian; I recall when we negotiated the N18,000 minimum wage, the exchange rate then was about N145 to a dollar.

“As of this morning, its about N321 to a Dollar, I heard its a bit stable now at N321, but if you do arithmetical calculations, it shows it is more than one hundred percent poor, in whatever way you want to look at it.

“What that means in effect is that the N18,000 itself has gone down beyond one hundred percent from the time it was negotiated. By implication, what N18,000 could buy as at when it was approved has reduced significantly beyond more than half. It would not be fair to say that we must continue to insist that N18,000 should be what is payable.

“Talking about the inflationary trend, if you look at the values associated with it, even the unlawful increase in electricity tariff, you will find that there has been tremendous increase in the prices of goods and services and salaries of workers have remained stagnant.”

Photos: National Assembly Staff reportedly stabbed to death by okada riders in Kubwa

A staff of the National Assembly, Suleiman Bello was  stabbed to death by an unknown motorcyclists popularly known as Okoda riders at Kubwa, Abuja yesterday April 28th. According to eyewitnesses, Bello who was driving a Toyota Camry got into a heated argument with a motorcyclist at Bhyanzin Junction after he rammed his car into a parked van while trying to dodge the motorcyclist who was driving on a wrong lane. As the argument ensued, the motorcyclist brought out a dagger and stabbed Bello repeatedly. Another motorcyclist came to the scene and also stabbed Bello, leaving him in the pool of his blood. Bello lost his life. The okadamen immediately fled the scene. More pics below

According to a clause written into his contract, Ranieri’s primary target was to beat the relegation drop earning  £1.5m a season in a three year deal.

A clause states that he will earn £100,000 per each finishing position from 17th and above – so he stands to make £1.7m for coming first.

Earlier in the season when he was asked what he would earn for winning the league, the Italian said: “I don’t know if there is a clause (for players) and I don’t tell you. They made a mistake if they didn’t arrange it. I considered if I win the league.”

President Muhammadu Buhari has condemned the attacks by the Fulani herdsmen, directed crackdown on killers, Daily Trust reports.

The president who gave the order on April 27 also asked the security chiefs to secure areas where the suspected killer herders are functioning.

He has directed the Chief of Defence Staff, Major General Abayomi Olonishakin and the the Inspector General of Police, Solomon Arase to go after the herdsmen that are terrorizing people in some parts of Nigeria.


In the president’s address delivered by the Minister of Information and Culture, Lai Mohammed, at the public presentation of a book authored by the Deputy Senate President Ike Ekweremadu, Buhari condemn the attacks in the strongest possible terms.

The address reads in part: “Before making my remarks about the book, let me use this platform to condemn, in the strongest possible terms, the attack perpetrated on the Ukpabu Nimbo community in Uzo-Uwani area of Enugu state on Monday. I deeply sympathise with all those who lost dear ones, as well as those who lost their properties, in the attack.

“I have directed the Chief of Defence Staff and the Inspector-General of Police to secure all communities under attacks by herdsmen, and to go after all the groups terrorizing innocent people all over the country. This government will not allow these attacks to continue.

“Ending the recent upsurge of attacks on communities by herdsmen reportedly armed with sophisticated weapons is now a priority on the Buhari Administration’s agenda for enhanced national security and the Armed Forces and Police have clear instructions to take all necessary action to stop the carnage.”

Garba Shehu, the presidential media aide, has added that Buhari  is scheduled to meet with Governor Ifeanyi Ugwuanyi later today to receive further briefing on the attack on Ukpabi Nimbo and discuss additional measures to forestall similar attacks and restore public confidence.

The president advises all Nigerians to remain calm and assured of his administration’s readiness to deploy all required personnel and resources to remove this new threat to the collective security of the nation.

Nigerians have berated President Muhammadu Buhari for been silent over the continuous killings carried out by Fulani herdsmen across the country.

According to Armed Conflict Location and Event Data Project Fulani herdsmen killed more Nigerians than the Boko Haram insurgents in 2016.

See Where NYSC Will Deploy Doctors, Pharmacists And Nurses To


The National Youth Service Corps (NYSC) is to deploy medical doctors, nurses, pharmacists and other medical professionals to Internally Displaced Persons (IDPs) camps nationwide.

The Director General of NYSC, Brig-Gen. Sule Kazaure, made this known Thursday while flagging-off the NYSC intervention programme at Damare IDPs camp in Yola.

Kazaure said that the deployment of NYSC to the camps was part of the scheme’s contribution to government’s efforts in assisting the IDPs.

“This programme, which is designed to bring succour to the inmates in this centre, is also intended to compliment government’s efforts towards provision of the welfare needs of members of IDPs nationwide.

“The scheme, therefore, will deploy the services of corps professionals such as medical doctors, nurses, pharmacist, etc to the centre to assist Federal Government in the provision of medical and other sundry needs of the IDPs.

“Specifically corps members will be participating in medical outreaches, environmental sanitation, educational intervention and general awareness creation on healthy living,” he said.

Kazaure also said that the scheme would use the opportunity provided by the programme to distribute food items and other materials to the IDPs.

He said that the flag-off of the intervention programme was his major official assignment outside Abuja and this was an indication of the importance the NYSC attached to the plight of the IDPs.

Kazaure urged other wealthy Nigerians and corporate organisations to assist government in rehabilitating IDPs in the country.

He commended the military, NEMA, Red Cross, NGOs and various faith based organisations for their contributions to welfare of IDPs.

“I want to thank you all, especially, the corps members who despite all odds are currently serving in the state,” Kazaure said.

The leader of IDPs in Damare camp, Mallam Modu Gana, lauded the intervention programme of the NYSC which he said was timely.

Gov. Muhammadu Jibrilla of Adamawa and the State Coordinator of NEMA, Mr Sa’ad Bello, also lauded NYSC for the gesture, which they said, reflected one of the objectives of the scheme.

Fulani Herdsmen: Buhari Met With Governors Today, See Who Was Absent


President Muhammadu Buhari is currently in crucial meeting with the governors of Nigeria’s 36 states.

President Buhari in a meeting with Nigerian Governors’ Forum led by its Chairman, Gov. Abdulaziz Yari of Zamfara State, at the State House.

The meeting inside the Council Chambers of the presidential villa in Abuja was started at exactly 2pm.

The majority of the state governors are in attendance while a few others were represented by their deputies.

Governor Ayodele Fayose of Ekiti state, who is one of the main critics of the incumbent leader of the nation, is absent.

Vice-President Yemi Osinbajo; Minister of Finance, Kemi Adeosun; and the Governor of Central Bank of Nigeria, Godwin Emefiele are also in attendance.

President Buhari and other participants of the meeting are expected to discuss the economic crisis facing the country and the herdsmen attacks in parts of the country among other national issues.

The president has yesterday met with the officials of the World Bank over a possible loan or credit facility in recent months.

The country will have to borrow 1.8 trillion naira from abroad and at home to help fund the budget, which has been postponed by several months and wrangling with parliament, if it goes ahead.

Nigeria’s economy, the largest in Africa, grew by 2.8% last year, its slowest pace since 1999.

Enugu State Police says herdsmen are not responsible for the killing of dozens of people in the state


The Enugu State Police Command has debunked the rumour making rounds on social media that herdsmen allegedly invaded Umuchigbo, Abakpa Nike, Enugu State and killed several people. They are blaming the killing on hoodlums. After the cut is the statement issued yesterday by the Command.

"On the 25th of April 2016, at about 0630 hours (6.30am), some hoodlums invaded the fringes of Nimbo community in Uzo-Uwani Local Government Area of Enugu State, killing six persons and injuring 11, and one person subsequently died.
That the police and army team in the area, noticing what was going on, responded whereby the hoodlums fled after also burning the house of Rev. Pastor Samuel Chukwuemeka, two vehicles and one other vehicle damaged. “It has become necessary to give information/update of earlier information by the Commissioner of Police, Enugu State Command and state the actual figures as so many figures are bandied about by various sections of the media.”

“We should concentrate our energies, synergies, diplomacies, connections, affiliations and strengths on the release of Nnamdi Kanu, our brother, a major arrowhead of new Biafra struggle and other possible ways of uniting our forces together for greater actualization of Biafra.

The chairman of the committee, Sen. Binta Garba, commented on the process in Abuja on Wednesday:

“Again what we are doing as a committee on tertiary institution; we are trying to come out with a conference on legislative agenda on education. We are trying to look at all other summits on education, trying to look at policies of government on education and trying to see how we can have a balance.

Not every one of us can go to the university because this syndrome or dichotomy between the university, polytechnic and colleges of education, I think we want to streamline it and allow every person that has gone to any tertiary institution to believe that he is not a second class citizen, but a first class citizen.”

Gender parity and education in Nigeria

Touching on the matter of gender equlaity she stated: “First and foremost I am a firm believer in gender parity, not gender equality because when we talk about gender equality, it sends a very wrong signal even to the men folk.

They now look at the spiritual aspect and what have you. But educationally, it is the right of every Nigerian child to be educated by the government. Once that child is denied the right, obviously you are creating a community that tomorrow, every one of us will be sorry for.”

Accessible education for all

Despite some parts of Nigeria still experience challenges limiting children’s access to education, the government has done a lot to initiate a policy “that will be friendly to all and sundry.”

NLC, TUC propose N56,000 as new minimum wage

The Nigeria Labour Congress (NLC) and the Trade Union Congress of Nigeria (TUC) have jointly proposed N56,000 as the new minimum wage to the Federal Government as against the present N18,000.


The NLC president, Ayuba Wabba, said this at a news conference on Wednesday in Abuja.

Wabba said both the NLC and the TUC made the formal demand on the proposed national minimum wage to the Federal Government on Tuesday.

“I can say now authoritatively that as of yesterday (Tuesday) we made a formal proposal to the Federal Government of N56,000 to be the new minimum wage.

“The demand has been submitted officially to government and we hope that the tripartite system to look at the review will actually be set up to look at it


“Our argument is that, yes, it is true that the economy is not doing well, but the law stated that wages for workers must be review after every five years.

“So, the issue must be looked into by the Federal Government and workers should not be seen as sleeping on their rights,” the News Agency of Nigeria (NAN) quoted the NLC president as saying at the forum.

Wabba recalled that the last review of the national minimum wage was done in 2011, saying the setting up of a tripartite committee to review the newly proposed national minimum wage was long overdue.

He said it was imperative that government should set up the tripartite committee for the review of the new minimum wage.

Unemployment: 806,646 applied for 10,000 police jobs


The Police Service Commission (PSC) has said applicants for the 10,000 police job are now 806,646 .

The update is contained in a statement in Abuja yesterday by the commission’s Head of Press and Public Relations Unit, Ikechukwu Ani.

A statement said: “As at 9:35am onWednesday, April 27, 2016, 806,646 applicants have submitted applications.



“A breakdown shows that 232,857 applied as ASPs, 190,415 as Inspectors and 383,374 as Constables. Submission of forms ends on the May 13, 2016, thereby given applicants six weeks.

The commission, while emphasising that recruitment forms are free and online, added that it is receiving reports of fraudsters soliciting payment to help candidates either to obtain the forms or assist them secure employment.

Commission Chairman Mike Okiro has, however, urged workers not to receive money from applicants or their sponsors, stressing that anyone caught would be dealt with and prosecuted.

He said: “I am aware of the pressure from applicants but workers should rise above board and protect the integrity and sanctity of the exercise”

The chairman called on the public to report anybody undermining the exercise through illegal sale of forms.

While pledging to ensure a transparent process, Okiro insisted that the commission would be guided by the established criteria and qualification.

He said arrests were made in some parts of the country and that the police are investigating to establish the culprits’ level of involvement.

"I inherited a Nigeria in which the trains were not working, and handed over a Nigeria in which citizens can safely travel by trains again. I inherited a Nigeria that was a net importer of cement, and handed over a Nigeria that is a net exporter of cement.
In 2009 the richest Nigerian was the 5th richest man in Africa but I handed over a Nigeria that produced the richest man in Africa. These are but a few of the parameters that illustrate some of the economic transformations we engineered during my term in office. This was made possible by the fact that there was a stable political leadership in Nigeria that did not have to pander to any other constituency except the electorate who brought me to power. And these actions have a contagious effect.”

How states used bailout fund without paying workers' salaries


– 23 states received bailout fund from the federal government in 2015 to pay workers’ salaries

– An analysis by ICPC revealed that most of the states used the money for other reasons

– Most states are still owe their workers salaries

An analysis carried out by the Independent Corrupt Practises and related offenses Commission (ICPC) has revealed that most of the states that received bailout funds from the federal government diverted the money for other means.

23 states received bailout fund from the President Muhammadu Buhari-led government to pay the salaries of their workers out of 27 that applied from the Central Bank of Nigeria.

Vanguard reports that in the analysis signed by the commissioner for public enlightenment of ICPC, the investigation was carried out by the agency in conjunction with the Nigerian Labour Congress. The breakdown revealed that most of the states that claimed to owe their workers’ salaries lied while others failed to pay workers and diverted it to other use.

The states that received bailout fund include Adamawa, Bauchi, Benue, Cross River, Ekiti, Katsina, Gombe, Kogi, Nasarawa, Niger, Ondo, Osun, Ogun, Plateau, Sokoto, Kwara, Bayelsa Imo, Enugu, Oyo, Delta, Kebbi and Zamfara.

The most worrisome is the case of Zamfara that applied for N32.5 billion but had only received N10 billion to pay its workers. Investigation revealed that the state did not owe any worker.

The however allegedly used the money for the settlement of indebtedness to contractors and other purposes.

The state disbursed N4.2 billion for outstanding of payment to 14 local government areas of the state, N3 billion for outstanding payment of fertilizer for 2014 farming season, N265 million for outstanding certificate for construction of Bungudu-Nahuche Kyabarawa Road 22.6Km N55 million for outstanding certificate of Hostel Block at Abdu Gusau Polytechnic. T/Mafara, N319 million for payment of outstanding cost of vehicles supplied to State, N20 million for the outstanding certificate of construction work at K/Namoda Juma’at Mosque, N6 million for the outstanding certificate of construction work at Emir’s Palace. Gusau and N2 billion for the share of 14 local government councils bailout.

Imo state received N26,806,430.000.00 from the CBN but paid the amount into two commercial banks and transferred part of the money into uses not related to the payment of workers’ salaries. The Governor Rochas Okorocha-led government transferred N2 billion into a government house account, paid another N2 billion into Imo state project account and another N2 billion was lodged in a micro-finance bank and a ‘management fee’ of N21 million paid into an unspecified account out of the bailout fund received by the state.

The ICPC also found out that Adamawa state got N9,578,360, 000.00 as bailout cash but disbursed only N2,378,360,000.00 with a balance of N7,200,000,000.00. The state not to owe outstanding salaries as at September 2015 but according to the report, the state could not provide any reason for the slow process of off-setting the debt.
Also, Benue state received N 12.503,439.787. 48 as bailout fund and disbursed N10,852.536.702. 96 with a balance of N 1.650.903.084.52. However, double payment of N37,760,000.00 was made in favour of office of the deputy governor which was being investigated by the ICPC.

Niger State received N4.396.810.000.00 as bailout fund and the entire amount was claimed to have been expended in off-setting salary debts.

Osun state which has been at the centre of salary payment crisis received N34.988.990.000.00 as bailout fund and disbursed N18.677.224.582.20, leaving a balance of N16.311,765.418 billion as at November. 2015. The ICPC was verifying allegations that Osun state public servants had only been paid salaries up to July 2015.

Kebbi State received N7.080.000.000.00 as bailout fund and disbursedN2,617,152,577.20 with a balance of N4,463,975,420.27. The State claimed to have cleared all outstanding arrears on salaries as at September. 2015.

Delta State received N10,936,799,299.36 as bailout fund and disbursed N8,129,888,279.86 with a balance of N2,806,9I1,019.50. However, the state claimed not to owe salaries as at 24th November. 2015 although the state has a total debt value accrued from staff salaries and emoluments of N36,417,217,601.53.

Oyo State was granted N26,606,944,831.03 as bailout fund and disbursed N25,495,292,422.63 with a balance of Nl, l 11.652.408.40. The State owes four months’ salaries as at April. 2016.
Kwara State received the sum of N4.320.950.000.00 as bailout fund and disbursed N4,291.087.985.08 for salaries and has a balance of N29.862.014.92. The state claimed to have cleared all outstanding salaries as at 20th October. 2015.
Plateau State was granted N5.357.570.000.00 as bailout fund and disbursed N5.330.589.061.15 with a balance of N26.980.938.85. The State owed two months salaries as at 30th September 2015.
